Welcome to the Third District Congressional Candidate’s Journal of Jean Howard-Hill , Lady “J” for Congress!
LaShunda and I have worked extensively on the website and Third District Congressional Candidate’s Journal, so that it contains as much information as possible, which will allow you to get to know me as a candidate and as a person. It's a little like adding everything, including the 'kitchen sink'. But this is important.
Often we are left to select candidates based upon so little information that it makes it impossible to know them as a person. Who a person truly is, and how they have lived their lives, tells a lot about how they will lead the people of the Third District.
Unfortunately along the campaign trail, I deeply regret that I will not be able to personally meet all of you. But I do look forward to the opportunity to share one-on-one, to meet you at group meetings, churches, community events and other functions.
I hope you will attend the fundraisers, where after the first $100,000 is raised, 50% of the funds are placed within The Third District Benevolent Fund to help those within the Third District who find themselves in financial need.
I also look forward to being invited to spend time with you. However, if I do not meet each of you personally, please accept my website and Congressional Candidate’s Journal as my personal way of having a neighborly sit-down with you, to tell you who I am, and why I want to serve you as your Congresswoman. I think if you do, you will like us, and will find us to be simple, down-home people, who love to love those who need loving, and just want to make a positive difference for the good people of the Third District.

I strongly encourage you to please take a careful look at the Third District Covenant Pledge of Leadership to see what you can expect out of me as your Congresswoman. I believe very strongly in “direct democracy” and “representative government”, and that government must be returned back to the people, if it is to function as it should. My covenant pledge to you, is made because I stand firmly upon the belief that those who are in positions of elected leadership, should be held accountable not only to the people, but also to God for how they serve the people. This is why I have made this covenant not only to you, but also to God, and I expect to be held to it by both.
I do not want to go to Congress as usual, and return home to the district empty-handed. It is important to me as your Congresswoman to be informed of issues that not only affect the people of the Third District, but Americans in general. While the problems of the Third District may in some way be unique only to those of us who reside here, we are also a part of Tennessee, the southeastern region of the country, and the nation. Therefore, as your Congresswoman, I will be expected to be informed on a wide range of subjects and issues.
For the past years, prior to me entering the race for Congress, I dedicated my time to carefully researching local, state, regional, national and international issues so that I would have a good handle on all topics and issues that may arise during my tenure in Congress. I have taken the time to bring to your attention some of them, although it would be impossible to share all of my issue related research. I want to be a Congresswoman who does not talk down to you or keep you in the dark. It is important that you know as much as I know. This way, we can better work together. As I travel throughout the district, I will keep you informed of important issues of Domestic Concern and International Concern to the People of the Third District.
I also invite you to take a look at the Third District Special Congressional Projects to see the kinds of constituent services and innovative programs you can expect under my tenure in office.
With these projects, I want to bring a sense of togetherness and family to the Third District, rather than divisiveness because of race, social class and party affiliation.

Not only is my role as your Congresswoman to inform you, but also you must do the same for me, so that I will know how to serve you in Washington. Therefore, I realize that as your Congresswoman, I cannot get the job done in Washington or in the Third District without your help and input. Neither should I want to go it alone. But because I also understand that people collectively form groups that service the needs of the people, I also want to work with groups and organizations to form a spirit of cooperation that brings us all together to work towards common goals. To do this, I will hold the following Roundtables and Think Tanks, during each congressional term to meet with anyone who is interested, seniors, veterans, educators, business, industry, local/state government, medical and health care professionals; judicial and legal professionals, community leaders, community organizations and even youth to put our "collective" heads together to see how federal government can partner with local and state entities to advance good causes within the Third District.

Also as part of my Covenant Pledge of Leadership, in order that the people of the Third District will be able to access and evaluate my performance as your congresswoman, there has to be a better understanding of the function of Congress, and the role I play as your congresswoman. Therefore, as an educator, I have created an American Government Quick Study Congressional Educational Series for the people of the Third District, which are designed to help in facilitating that understanding of American Government and more specifically the role of Congress.

To ensure that the next generation is also informed, I will implement the program Democracy In Action which I created years back, throughout the Third District as a special Congressional Civics Project. The more informed our children are, the more informed they will be as future voters. The future of our district, depends upon them.
Be assured, as constituents of the Third District, it will always be about "You", the PEOPLE, and "You" will always be first! To make sure of this, my congressional office will be staffed with individuals who are specialized and act as congressional liaisons in the areas of:

Specialized staffers in these areas will be expected not only to serve you in-office, but they will be expected to go out into the district, and work among and with constituents to oversee and in some cases implement congressional projects; service the congressional needs of the people; gather input; inform constituents; answer constituents' questions and requests; assist with issues and concerns; and keep me informed.
In serving you and making you always first, I hope to bring a sense of “togetherness”, “community” and “family”, coupled with “love”, “compassion”, “real concern”, and “eagerness to serve you”, as my congressional staff and I work for your best interest. I always want you to feel free to approach us, and have the open avenues in order to do so. I always want you to feel at ease and open to share your problems and concerns. On the website, our theme is from gospel jazz recording artists Allen and Allen, who happen to be one of my favorites. With all of the problems, and corruption in government and leadership, Allen and Allen are right. It's time to cry loud and spare not, and lift up our voices like a trumpet in Zion and show the people a "Better Way"!
